Planning Classification: PAG and PAP

The value of a plot depends above all on its classification in the commune's Plan d'Aménagement Général (PAG — general development plan):

  • Residential zone 1: single-family houses only
  • Residential zone 2: houses and small apartment buildings
  • Mixed zone: residential and commercial
  • Green zone: non-buildable (very low value)

The Plan d'Aménagement Particulier (PAP — detailed development plan) sets out the building rules: density, maximum height, building footprint, mandatory setbacks.

Prices vary considerably depending on location:

  • Luxembourg City: €800 to €1,500/m²
  • Neighbouring communes: €400 to €800/m²
  • South (Esch, Dudelange): €300 to €600/m²

Taxation When Selling Land

Land sales are subject to specific tax rules in Luxembourg:

  • Speculation tax: if the land is resold within 2 years of acquisition, the capital gain is taxed at your marginal tax rate
  • Long-term capital gain: beyond 2 years, a rate reduced to a quarter of the global rate applies
